天皇陛下と習国家副主席との会見が特例的に行われた問題で、宮内庁は１５日、陛下との会見希望は１か月以上前までに宮内庁に申請するとの「１か月ルール」が厳格化された２００４年２月以降に会見希望のあった約２５０件について精査を始めた。

　首相官邸から詳しい報告を求められたこともあり、経緯を整理する。
